 ects of displacement from family and schools and multiple placements in fo
 ster care. Their services are designed to improve the children's education
 al performance and personal achievement\, directly benefiting them as well
  as providing long-range cost savings to the state.\nVentura County Specia
 l Education Local Plan Area (SELPA) is a branch of the Ventura County Offi
 ce of Education that provides for the special education service needs of c
 hildren in Ventura County. This branch created and dedicated to ensure tha
 t students with disabilities have access to quality special education and
